    The step to planning permission

    In service phase 4, we prepare all the necessary documents and evidence for submission to the building authorities in order to obtain approval for the construction project.

Engineering services according to HOAI - FAQ

  • What is the HOAI?

    The HOAI (Fee Structure for Architects and Engineers) defines how planning and monitoring services are structured and assessed. It defines the so-called service phases, which are the smallest assessed units. Each phase contains the basic services that are required for the proper fulfillment of a contract.

    In addition, there are special services that are named in the HOAI but are not assessed via the fee tables. The fee for these is agreed individually.

    Since the 2021 reform, freedom of contract applies: the HOAI table values serve as a guide but are no longer binding. However, the HOAI remains a recognized set of rules for describing and structuring planning services.

  • What are the HOAI service phases?

    The HOAI divides project management in property planning into nine service phases. Each phase has a clearly defined area of responsibility:

    Service phase 1: Basic evaluation
    Service phase 2: Preliminary planning
    Service phase 3: Design planning
    Service phase 4: Approval planning
    Service phase 5: Implementation planning
    Service phase 6: Preparation for awarding
    Service phase 7: Participation in awarding
    Service phase 8: Project supervision
    Service phase 9: Project support

    This structure ensures transparency and a clear distribution of tasks. Important: The percentage weighting of the phases depends on the service profile. Depending on the scope of services, not only the percentage shares differ, but in some cases also the content and number of service phases. All nine phases are relevant for project planning, while fewer service phases are provided for structural planning and these are weighted differently.

  • How are fees calculated according to HOAI?

    The fees are based on the chargeable costs of the project and the service phases provided. Each phase contributes a certain percentage to the total fee. These percentages vary depending on the service profile, for example between building planning and technical equipment.

    Basic services are assessed via the service phases. Special services are agreed in addition. Since 2021, fees can be freely negotiated - the HOAI tables serve as a mathematical and content-related guide for determining fees.
